In rommon check your boot via
    Rommon> set
    

If the return value is what you want, run the command boot "then the value shown in the set settings" f the value in the set return values is wrong use the command set boot: xxxxxx

Where xxxx is the location of your .bin image.

I've had these problems with stubborn 6506's in the past when someone at a customer site tries to do craziness and jacks the boot order.
