CCDE is doable, but you must be very well versed in the high level details of many technologies and how they fit together. If you want to pursue CCDE then you should start with this reading list: http://goo.gl/PpBNx It is large and intimidating, but if it was easy everybody would have it, right? As a side note it is very likely that INE will be offering another live CCDE class in Chicago the week prior to the next practical exam. I don't have the exact figures but I believe it was somewhere around 6-8 people who attended the last class and took the practical passed.
As for CCIE SPv3, INE will be supporting it. I have a new CCIE SPv3 Advanced Technologies Class that will be running in a few weeks that covers the new blueprint, which will be followed up by a new workbook and rack rentals that cover the new SPv3 blueprint, including IOS XR. All the SP topics can be covered in Dynamips or IOU with the exception of IOS XR. Cisco internal has IOS XR emulation, but if you don't already know this and haven't already seen it then it's unlikely that you're going to find access to it anywhere ;) If you want to build the topology, the absolute minimum you're going to spend is about $15k USD just for two XR instances. The INE topology will consist of multiple XR instances, regular IOS instances, and Metro Ethernet (ME) IOS switches that total about 25 devices. Also these all run in hardware, not emulation. You may want to sign-up for the AAP and sit in on the class. I think I read somewhere they are going to make a rental rack available as well. May be pretty awesome for those without access to a XR 12000 router. I know I got a few laying around my basement, but not everyone has got it like that...
