Hi Roy,
This is a supernet address where you are summarising a block of Class C
addresses.
The summary address of 192.168.10.0/21 falls within the boundry of
192.168.8.0 - 192.168.15.255 class C's
You have borrowed 5 bits from the 3rd octed i,e 2 ^5 - 2 = 30 subnets.
256 - 248 = 8. So count 8 16 24 32 40 48 etc...will give you the different
blocks.
