Rob,
If the phones are using SCCP as their control protocol then they are
(trying) to maintain a TCP connection with their CUCM.
They do maintain keepalives to validate that the CUCM is active and they
require this to know when to move from one subscriber to the other in the
case of failure.
This is all part of the phone system redundancy features.
If your RF link is somewhat not stable this would explain the behavior that
your users are depicting.
Maybe moving to SIP for your phone would help.
