For #1, look at your options at

You may be able to insert a more powerful power supply into Bay 2 and use
the combined power (based on the criteria listed at the above link.) Then,
replace the PS in Bay 1 (again, with caveats listed in the section for
"Power Supply Redundancy.") Then, insert the card. There is no way to
insert the card without an additional PS or powering down another module -
there's just not enough power available.

And, all of the options for #2 (HSRP/VRRP/GLBP) will create downtime, as the
virtual gateway address is created and applied and the ARP table is cleared.
