ppp authentication chap CALLIN

Hello,
What is the meaning of CALLIN with ppp over frame relay, if any ? With
dialup there is one side calling other side but with permanent serial
connection who is calling who ? I did some tests with and without keyword
callin and "debug ppp authentication" shows exactly the same thing.
