Ok .. still not clear 100 % ..
Let me take one more example :

 class C1
 priority 2000
 police 3000000 conform-action transmit exceed-action drop violate-action drop
!
Now ; I think I should be able to send 3 M ( 2M in priority ) .. Over
3M data rate ; I should see drops

Am I clear now ?
