Priority is a schedulling config, plus an implicit policer.
There you have at most 2M for C1 and 5M for C2 when congested.
(And try to provide 2M service to these classes using LLQ)
Then you have explicit policers, 1M for C1 and 1M for C2.
They are not added, they are applied simultaneously.
So you should see drops even with 1.5M in class C1...
