QoS eating up mind ..

Can someone please confirm me what does following do :

!
 class C1
 priority 2000
 police 1000000 conform-action transmit exceed-action drop violate-action drop
!
 class C2
 priority 5000
 police 1000000 conform-action transmit exceed-action drop violate-action drop
!

1) In C1 .. I am pumping 3 Mbps traffic
2) In C2 .. I am pumping 6 Mbps traffic

I feel that there should not be any drop .

The reason why i feel so is that in C1 ; 3 Mbps should be allowed ( 2
Mbps priority + 1 Mbps ) .

Please correct me if I am wrong in this ..
