I've seen several options for your requirements, but most of the
solutions is a mix of multiple tools, often not compatible with
eachother in terms of management. The best solutions are suites such as
Solarwinds Orion, HP OpenView or Ciscos own suites.

Currently I've only worked with Solarwinfds Orion and I'm quite
impressed. Easy management when the programme is installed. You should
look at the following:
-- Orion NPM - Network Performance Monitor. Does all the monitoring:
red/green, response time, availability, packet drops, bandwidth
utilization etc.
-- Orion NCM - Network Configuration Manager. Stores all your
configuration, easy large scale configuration tasks, inventory of your
equipment, compares your configurations against predefined minimum
requirements etc.
-- Orion IP SLA Manager. Well... It should explain its self :-)
-- Orion Netflow Traffic Analyzer. Again, it should explain its self :-)
-- Orion APM - Application Performance Monitor. As an option, I could
recommend the APM to monitor your applications, such as the printing
queue on you windows print servers or several other application
performance parameters.

When you combine the whole suite of programmes, you get a very powerful
tool for your daily work. The most interesting is, that the whole suite
is quite customable...
