Well, think about it. If you have CEs in different areas, the only way
to connect them using backdoor link is for that link to be in area 0
... or to build virtual link... or to have on at least one of them
Loopback/some other interface in area 0.

Since you can't build sham-link between different areas, logically,
sham-link would need to be in area 0. Now, that brings up the issue of
partitioned area 0 (and few other things) and that needs some fixing.
