You can select it but from previous experience they will reject the
scheduling request. I did this when I was working on my SP recently.
Unless something has changed very recently.

Surprisingly enough, I just opened CCIE lab scheduler and found I can
select the CCIE R&S lab again. Didn't try other labs, as I have to
re-login using my other written lab date and score, etc. However, as
for recertification I'd rather take the written test (looking for CCDE
written), as paying $350 out of my pocket seems more reasonable than
$1400. Why fun is always expensive?! ;)
PS
I went as far as "credit card payment" where I reasonably decided to stop :)
