Where did you see it say 12.4(4)T?
I think it's fair to say expect the IOS versions in the lab to be
sufficient to allow the configuration of the all the features of the
exam (bugs not withstanding). So it's best to focus on learning the
topic rather than limiting yourself to specific versions... That way
you'll know the topic and as a result be better prepared regardless of
the version you get :)

As to my knowledge , OER/PFR inbound route manupulation is not supported
in 12.4(4)T , which is the IOS found in the R&S lab.(according to the
cisco web site , 12.4(4) is the LAB IOS)
