PERMITING ODD\EVEN PREFIXES

Hi all,

Please I need someone to help me out in explaining how to derive odd\even
prefixes (wildcards).

Forinstance,
ip aceess-list standard ODD_FIRST_OCTET
permit 1.0.0.0 254.255.255.255

Is there a formular for arriving at this wildcard?

Please I need assistance here.
