Many ISP's use some type of Port Security feature to prevent you from
plugging in different devices.
Either reboot the cable modem or change the MAC on your PC to mimic the last
device plugged in... Vuala it will work for you.
If that is not the case then contact the ISP. Possibly it is configured for
static, thus no DHCP.
