no DHCP offer

Hi Experts

when using cable modem, client (winXP pro) doesn't get ip address from DHCP
server.
using wireshark i see no DHCP offer from ISP site. client did send DHCP
discover.

i believe the problem is on ISP site, i just don't know how to prove it.
client succesfully get ip from other DHCP servers.

i wonder why there is no DHCP offer ?
