ISIS route-leaking help..

I cant seem to get this to work.
config below:

router isis 1
net 00.0000.0000.0001.00
metric-style wide
is-type level-1
redistribute isis ip level-2 into level-1 distribute-list 102
!
router isis 2
net 00.0000.0000.0002.00
metric-style wide
is-type level-2
!
access-list 102 permit ip any any

according to the documentation, this is all the config necessary

ive tried clearing the neighbors, but the level-2 routes dont get advertised
to the level-1 routers. i only get the 0.0.0.0 route.

any ideas?
