I'd just grab an existing server and install vmware or some other free
virtualization software and then run CENTOS. I agree that redhat is a
little bit easier (my opinion... please no distro wars) to deal with than
the debian based distros. Also, redhat offers support and packages for
longer without you having to upgrade to a newer version. You can google
configuring ntp for step by step instructions. or do a man ntp.conf.

1. Pick a linux distro.
2. Install it on a server or workstation.
3. Go in under services and turn on NTP server.

Linux is one of those things where everyone has there own preferred way of
doing things. I prefer Fedora/Red Hat over the more popular Ubuntu, simply
because of how long I have been using it.
