I would bet on CEF being disabled on the P router :)

Mmmmm... There's your issue. No label, no forwarding. :)
Check your IGP. Routers use Lo0 by default as the RID. Do you have reachability and is it over the interface you're using to
connect?
You may need to look at transport discovery as well...
But "show mpls ldp neighbor detail" may give you some more information about what's not working well!
