For the first option It's not a problem that some devices don't
support Q-in-Q, as long as at least the 2 endpoints support it.
I don't see your second option to work as the Nortel switch actively
needs to forward the VTP advertisements and I don't see it doing that.

Third option: aahm indeed you did ;-)
