What is the role of LAPF related to LMI?
1. If LMI is disabled (with no keepalive) & DLCI status is STATIC, will LAPF be used, will it come up, or will it be disabled or DOWN?
2. If using back to back FR with no LMI (no keepalive) & the PVC status will be STATIC - why would LAPF not come up?
