LMI - Sends Status Updates (Network) and
Status Enquiry (User) messages about DLCI changes/adds/delations etc.
Heartbeat Process... Control-Plane (involved in the establishment and
termination of logical connections).

LAPF - Used for carrying user data
traffic (LAPF-Core Protocol). User-Plane (Responsible for the transfer of
user data between subscribers - think between frame relay switches of svc
circuits).

2. LAPF won't come up because you have disabled
keepalives which are the "Heartbeat Process" aka LMI and since your DLCI's are
"static", exactly what information are you seeking to exchange anyway? Since
there is no need to exchange the status of DLCI's a status of Down is
inconsequential to the flow of data traffic. LAPF is considered a User Plane
Protocol between 2 NNI networks for example and therefore will not be
necessary or useful between a the end device and the frame switch in a UNI
network relationship.
