Subnetting question

Hi experts,
 
I am receiving the following routes in my router.
 
192.168.1.0/24
192.168.2.0/24
             .
             .
             .
192.168.20.0/24
 
I want to filter the routes 192.168.4.0/24 - 192.168.9.0/24 and the acl should
use the minimum stmts possible.
