Re: ppp connection not coming up

On R2, you are sending username Rack1R2 password CISCO to R3 for
authentication, now R3 needs to verify it using its local Database.

So, R3 should have "username Rack1R2 password CISCO" in its local Database.
In your case this command is configured on R2 instead of R3.
