When routers come up on a multiaccess link and there is no DR/BDR elected,
they will hold an election and the winner will be elected BDR. If there is
no DR, the BDR will be promoted to DR and the BDR place will be vacant. So
then there wil lbe a new election for the BDR.

Should the DR go down, the BDR will be promoted to DR even if there is any
other router with a better priority than the BDR.
