IS DR or BDR elected first

Hey all;

Just want to confirm that as i was reading RFC 2328 OSPFv2, according to it
bdr is elected first then dr is elected, i am talking abt when there is no dr
or bdr, which one is getting elected first? can some one please confirm this
or provide a better explaination.
