As far as I am aware, the timeout should be less than the frequency for the
following reason.
Say you gave icmp echos a 2 second timeout.
This means that u want to wait up to 2 secs to hear an echo reply.
It does not make sense therefore to set your frequency less than your
timeout value, as you would be initiating another echo potentially before
you had received an echo reply to the previous echo.
Its like saying: Ok I'll wait for you 10 mins but if I dont see you in 2
mins I'm gone!
