But as I noticed the link you sent is more likely for jitter.
What if the icmp request/reply was lost for any reason, how can I make the
icmp be sent for like 2 times before the link
Is considered to be down and only then we can fail over?

as for the "timeout must be less than frequencey parameter."...
one is in seconds and the other is in ms... think of it like bits vs.
bytes, only different - is 6000ms more than 60 seconds?
