For me I always configure the neigh command on the router I want to be the
DR. In my strange mind ... I like to make the DR the boss. The DR has
connectivity to all the spokes on the 'permitted or allowed PVCs'. Many
times the lab will only let you use specified pvcs or only the ones in the
diagram.
Unless it is told not, on the spokes, I configure ip ospf prio 0.
If you have some time, it is pretty interesting to test putting the DR on a
router you do not want. Will help you see the problems, and practice
recovering from these.
