For a full mesh, you would need neighbor commands in more than one
place. The neighbor commands are only required on one side of the
relationship, but if you draw out a full mesh topology it will be
clear that there will be no one place for the statement to achieve the
desired outcome.
A better idea for full mesh would be to change your network type to
broadcast and ensure the broadcast parameter is included on the map
statements.
