CCIE Recert loophole?

A buddy of mine at work told me that there's a loophole in the
recertification process whereby someone
who has just passed the lab can immediately take the recert (written) exam
and have his/her recert date
pushed out to 4 years instead of 2. He also mentioned that this could only
be done for your first recert.
Is this true?
