You do not need PIR for the actions.

There are two types of policers that can have 3 actions: 1R3C and 2R3C.
2R3C will have CIR and PIR, along with three actions
1R3C will have only CIR along with three actions (conform, exceed and
violate). So in this case, you will have only CIR and PIR will not exist
