Yes, R = rate, C = colour.

Be does not have to Be equal to Bc. It can, but does not have to. By default
they are the same for 1R3C.

Important distinction between 1R3C and 2R3C is the number of incoming flows
of tokens.

For 1R3C, there is only one flow of tokens = CIR. That CIR fills the Bc
bucket, when filled, it overflows to Be bucket, and when Bc and Be buckets
are full, new tokens are just discarded. Based on content of Bc and Be
buckets, the actions can be carried out.

For 2R3C, there are two flows, CIR and PIR. CIR fills Bc bucket only and PIR
fills Be buckets only. Overflown tokens are always discarded for each bucket
