Yes, R = rate, C = colour.

Be does not have to Be equal to Bc. It can, but does not have to. By
default they are the same for 1R3C.

Important distinction between 1R3C and 2R3C is the number of incoming
flows of tokens.

For 1R3C, there is only one flow of tokens = CIR. That CIR fills the Bc
bucket, when filled, it overflows to Be bucket, and when Bc and Be buckets
are full, new tokens are just discarded. Based on content of Bc and Be
buckets, the actions can be carried out.
Here is an examle diagram of 1R3C:

For 2R3C, there are two flows, CIR and PIR. CIR fills Bc bucket only and
PIR fills Be buckets only. Overflown tokens are always discarded for each

You do not need PIR for the actions.

There are two types of policers that can have 3 actions: 1R3C and 2R3C.
2R3C will have CIR and PIR, along with three actions
1R3C will have only CIR along with three actions (conform, exceed and
violate). So in this case, you will have only CIR and PIR will not exist
