In FRTS, when asked to consider CIR = AIR say 640Kbps
and the minCIR = CIR say 560 Kbps;
What is the reference CIR to be used for calculating Bc and why?

I hope minCIR is the value of share that we are paying for in a practical
scenario from the provider?
So i can configure Be based on this.

But if the CIR is equal to AIR, Be would'nt have any place in the configs,
is it right?
