I feel silly for not noticing this earlier.
Your "FRTS" map-class has the CIR set to 45kbps (instead of 45mbps) as the
frame-relay CIR command is measured in bps NOT kbps. That means that your
service policy is trying to reserve 1mbps from WAY less than that amount of
traffic.
Fix up that typo, and you should be ready to roll. J

Hi Jared,
I had tried shutting the interface and removing the class map and then
applying to the interface before my mail.
After your mail I have done few things: removed all class and all Policy-map
related config. then did a 'default interface' to all main interface and
subinterface. then re-applied. Still the same.
Then I have also did a 'stop R2' on dynamips and did the whole thing again.
I have also removed all TE configuration on all routers. later this evening
I will try to save and reboot my PC and see if this helps.
I guess this would be the time to do a 'reload' in the exam.
