Again, the order in which you configure the physical ports and Po channel is
important.
I always configure the port channel interface first, and never encounter a
problem.

Are you shutting/no shutting "port channel" interface or physical?
Try doing no shut first on physical interfaces, and then on Po interface.
I have encountered that when you configure Po interface and physical go to
admin-down, simply "no shutting" Po interface will not bring them up.
