Well, I don't know if you know any foreign languages, but one thing's
for sure: speaking a foreign language is a task very different from
reading it (and oral comprehension is yet another different task).
It's not totally absurd to encounter someone who can understand enough
English to read technical manuals (but certainly not litterature) and
a CCIE lab book, but can hardly speak the language and have a
conversation with some random American with a frightening accent. ;)
