Hi Tony,

Both solutions are right but you can consider following points,

As per my understanding,

 - If you need to implement primary/secondary setup for an instance then
configuring 'spanning-tree mst 1 root primary/secondary' would be best
practice on respective switches. As we know priorities will be subtracted by
8192 & 4096 from default value respectively.

 - If you need to make a specific switch as 'root' without backup
then 'spanning-tree mst 1 priority 0' would be best practice. By doing this
you will ensure that this switch will always become root switch.
