I suggest you to remove existing configuration.

1. remove the rm and jtapi users from ccm
2. remove integration rm and jtapi, including applicaiton and all from CRS.
3. re-integrate them carefully.

Make sure you don't do RM and Jtapi configuration immidiately, in between u
neeed to restart the crs engine.

Make sure you are using the correct IP service URL for agent login. There
are 2 options.
