or you can calculate it like this
CIR = 128000bps
Tc = 125ms
Bc = CIR x Tc / 1000
Bc = 128000 x 125 / 1000
Bc = 16000
Since they are asking for 1/4th of the Bc
Bc / 4 = 16000 / 4 = 4000 :)
