They have to enable:

l2protocol-tunnel point-to-point (for pagp and lacp to work)

* Caution To avoid a network failure, make sure that the network is a
point-to-point topology before you enable tunneling for PAgP, LACP, or
UDLD packets

Switch(config-if)# l2protocol-tunnel point-to-point pagp
