Thanks all for your kind assistance. Between reading the documentation
linked by Shawn and going through the configs provided by Dailongli
I've finally worked it out. GRE tunnels are not officially supported
on 3550s but can be made to work. It turns out I was making a stupid
mistake - the endpoint 3550 was not running in layer 3 mode (ie. I had
not configured "ip routing" on it).

It seems that you can get a GRE tunnel working between a layer 2 mode
3550 and a router provided that you do not turn on keepalives. If you
want to use keepalives you need to enable layer 3 mode on the switch.
