Hi.
This problem is because R6 don't have configured the preempt option. The
preempt option must be configured in the deice that need preempt to the other
(R6 in group 2 in this case). When you has started the routers, R3 has
detected as active in all groups itself, and when the R6 has been started
cannot preempt to R3 in group 2, because it don't have the preempt option.
I also recommend you that you configured the preempt option in all groups.
