Yes, my way never shows the 0.0.0.0 mappings. The IE labs always seem to
have FR already on the interface with it up/up so I always shut it down then
do this process. After doing this I always check and I've yet to see the
0.0.0.0 mappings afterwards.

With the initial configs loaded (then FR encapsulation is applied to some of
the interfaces and enabled) when you change the encapsulation and follow
your procedure could you get rid of 0.0.0.0 mappings. I have tried many
times but worked only for a couple of times. May be I am doing something
improperly.

Whenever I configure FR and no dynamic mappings are allowed, I always
shutdown the interface, change the encapsulation to HDLC, back to FR and
then disable inverse ARP and bring back up. This will clear out any dynamic
mappings (and 0.0.0.0 mappings) without reloading the router. At least it's
always worked for me.

This usually happens when you have incorrect FR dynamic mappings between the
spokes (usually pointing to 0.0.0.0). I used to solve this by wr/reload and
it used to work fine with me since I didn't want the spokes to become EIGRP
neighbors anyway...
