If it didn't specify how to do it, you are free to do it anyway you want as long as you don't violate some other requirement. Chances are that somewhere in one of the other exercises, there is something that you are not permitted to do that would lead you in one direction, such as redistribution. I would bet that since there wasn't an explicit requirement for it, it is in the exam implicitly through other requirements. I would, however, ask the proctor for clarification.
