There is not enough information to draw an informed conclusion. We also need
to know how many people are taking it now and before. In other words the pass
ratio. The test could easily have a smaller percent of candidates passing
(initially or ... ever), but still have the overall number of people passing
increasing. That would indicate a wider interest as well as more qualified
and/or dedicated people testing. This would not devalue the certification at
all. It might mean you earn less, but you would still be recognized as Sir
Groovy, and lest anyone fear for their future, there is no shortage of crappy
networks out there, awaiting our loving embrace.
With a few exceptions, secrecy is deeply incompatible with democracy and with
science.
