If I remember correctly after a reload HSRP neighbor relationships can form
and preemption occur before the primary switch has Layer3 connectivity to
the core. If this happens, traffic can be dropped until full connectivity is
established. I would set the HSRP preempt delay to 180 seconds and that
should give enough time for the primary switch to come back online before
preemtion happens.
