So may be Cisco should include TOEFL as a prerequisite for CCIE ? Another
implicit evidence that the lab is actually a test of one's understanding of
the English language, rather than concepts ?

You are probably right, they thought
this guy cant speak english properly so immediately that must halve his IQ,
therefore they decide he wont pass on the first attempt as they never could
and secondly they will take his money for nothing.
