Fortunately for many people (including folks from the US) the grasp of the
english language is not a prerequisite for classroom activities or for the
CCIE exam.
Nobody should make any assumptions about someone's capabilities based on
their grasp of english. Granted some folks come across as less professional
than others because of it, but it has nothing to do with capabilities.
So, no. Feel safe in knowing that nobody wrote off this student (or others)
as being inept because of their language skills.
I'm sure there are plenty of other new and exciting reasons that something
in history could have occurred. But this is what we in the US call
"armchair quarterbacking". I'm sorry if the meaning of that is lost on the
non-American-Football-oriented folk.
